Notice of Proposed Procedure Bylaw Amendment September 10, 2026

This is a public notice required by the Local Government Act.

The Regional Board will consider amending the Board Procedure Bylaw, at the Regular Board Meeting September 10, 2026.

Proposed Changes

The changes to the Board Procedure Bylaw include the following:

• Restriction on virtual attendance at Board meetings only due to illness or unsafe travel due to weather
  
  
• An oath of office to be sworn/affirmed by all incoming members of the Regional Board included in the Procedure Bylaw rather than in a separate Oath of Office bylaw
  
  
• Revised language clarifying voting procedures to allow for manual (by show of hands), or verbal voting on resolutions, should the default electronic voting system become unavailable
  
  
• Flexibility of the order of agenda items to allow for a more efficient flow of meeting agendas
  
  
• Clarifying language that gallery comments and delegations relating to land use applications that are subject to public hearing requirements are not permitted
  
  
• An ‘administrative fix’ clause to allow minor corrections such as spelling mistakes and numbering errors to bylaws after third reading or adoption.

Availability of Documents

The proposed Board Procedure Bylaw No. 2607, 2026, and the staff reports will be available on the Peace River Regional District website (prrd.bc.ca) after 4:30 pm on September 4, 2026.

Please note that there are two versions of the bylaw on the agenda; one that includes the Zoom meeting attendance restriction, and one that does not. The Board will first reconsider the Board Procedure Bylaw presented on July 23, 2026 and defeated. This bylaw included the restriction on Zoom meeting attendance. The alternate version of the Board Procedure Bylaw that does not contain the restriction on Zoom meeting attendance will only be considered if the original version is defeated upon reconsideration.
