PRRD Invites Osborn Residents to Review Designs for Potential New Community Space

The Peace River Regional District (PRRD) invites Osborn area residents to a community meeting to review six options and gather input to inform next steps for a potential new community space located at 17526 Siphon Creek Road. This is the final planned community meeting for this project, with the goal of moving it forward to a referendum in late 2026.

During community engagement in summer 2025, Osborn residents expressed preference for an outdoor recreation space rather than constructing a new community hall. The PRRD then engaged a landscape architect to develop six options for the grounds based on community priorities. The PRRD will present these options and gather feedback from residents at a community meeting and survey.

The meeting and survey will present information on and gather input about:

  • Six proposed options
  • Estimated project costs and annual taxation impacts
  • Community preferences and feedback

Community input from the public engagement will inform a recommendation to the Regional Board on whether to move toward a referendum (public vote). If approved, the community will have the final say on if they support a new taxation area to fund the project.

Survey

Residents are asked to complete the online survey open from March 11, 2026 to April 1, 2026 (at 4:30pm) at Osborn Community Space Survey Round 2 | Have Your Say PRRD.

Paper copies of the survey will be available at the community meeting and at the PRRD offices in Dawson Creek (1981 Alaska Avenue) and Fort St. John (9505 100 Street).

Background

The Osborn Community Hall has been closed since 2019 because of structural problems that would make it very expensive to repair or replace. Starting in 2020, the PRRD worked with the Osborn community to determine support on replacement options, space options and design presentations for the site at 17526 Siphon Creek Road in Altona. A new hall design was developed with community support in 2021. The PRRD then paused the project to gather cost estimates and finalize proposed taxation details for funding. The PRRD Board authorized the demolition of the hall in 2025. In July 2025, community members, PRRD representatives and the design team met again to discuss current use of the community hall site and ideas for its future. Feedback from that engagement indicated support for exploring outdoor recreation options, leading to the development of designs options and cost estimates.
