Assent Voting will be held on the following question:

Are you in favour of the Peace River Regional District adopting ‘Electoral Area D Water Service Establishment Bylaw No. 2603, 2026’ that will allow the Regional District to secure access to water and potable water for Area D residents through identification and investigation of water sources, construction of infrastructure to supply, treat, convey, store and distribute water or potable water, or through entering into partnering or contribution agreements for water or potable water supply, at a maximum annual tax requisition limit that is the greater of $1,000,000 or $0.3348 per $1,000 on the net taxable value of land and improvements, imposed on improvements only, in all of Area D?

Note: The property tax limit of $0.3348 per $1,000 is an average of rates for all classes of land and improvements to determine the amount that may be raised in any one year based on that year’s net taxable assessment. The estimated residential tax rate for the first year is $0.1433 per $1,000 of assessment. The tax rate is applicable to improvements only.

Elector Registration

Voting day only registration is in effect for the Peace River Regional District (PRRD)

The registration of all electors for this election will take place at the time of voting. In order to register at the time of voting, you will be required to complete the application form available at the voting place and to make a declaration that you meet the requirements to be registered as noted below.

Identification

To register, resident electors must produce 2 pieces of identification (at least one with a signature). Picture identification is not necessary. The identification must prove both residency and identity.

To register, non-resident property electors must produce 2 pieces of identification (at least one with a signature) to prove identity, proof that they are entitled to register in relation to the property (proof of ownership), and, if there is more than one owner of the property, written consent from the other property owners.

Resident Electors

To register as a resident elector you must:

be 18 years of age or older on general voting day (October 17, 2026)
be a Canadian citizen;
be a resident of British Columbia for at least 6 months immediately before the day of registration (at time of voting);
be a resident of Electoral Area D; and
not be disqualified under the Local Government Act or any other enactment from voting in an election and not otherwise disqualified by law.

Non-Resident Property Electors

To register as a non-resident property elector you must:

be 18 years of age or older on general voting day (October 17, 2026);
be a Canadian citizen;
be a resident of British Columbia for at least 6 months immediately before the day of registration (at time of voting);
be a registered owner of real property in Electoral Area D for at least 30 days immediately before the day of registration (at time of voting);
not be entitled to register as a resident elector; and
not be disqualified under the Local Government Act or any other enactment from voting in an election and not otherwise disqualified by law.

In addition, for non-resident property electors:

The only persons who are registered owners of the property, either as joint tenants or tenants in common, are individuals who are not holding the property in trust for a corporation or another trust.
If more than one person is registered owner of the property, only one of those individuals may, with the written consent of the majority of the owners, register as a non-resident property elector.

If voting as a Non-Resident Property Elector, you are encouraged to contact the Chief Election Officer well in advance of voting day to ensure that you have all the required information prior to attending the voting place.

Mail Ballot Voting

Mail ballot voting is available to all eligible voters. Anyone qualified to vote as either a resident, or as a non-resident property elector, may choose to vote by mail.

Requesting a Mail Ballot Package

Before 4:00pm on October 16, 2026, if you wish to vote by mail, you must request a mail ballot package in one of the following ways:

In person, at PRRD offices, 1981 Alaska Avenue, Dawson Creek or 9505 100 Street, Fort St. John

To be counted, your mail ballot must be received by the close of voting on Saturday, October 17, 2026. It is responsibility of the voter to ensure their mail ballot is received by the deadline. A mail ballot package may be returned by any of the following methods:

By mail - Delivered to Box 810 Dawson Creek V1G 4H8, up to 4:30pm on October 16, 2026.
In person - Delivered to 1981 Alaska Avenue Dawson Creek, Monday to Friday, until October 16, 2026, between 8:30am - 4:30pm excluding statutory holidays on September 30, 2026 and October 12, 2026 and on October 7th, 14th, and 17th, between 8am and 8pm.
In person - Delivered to 9505 100 Street Fort St. John, Monday to Friday, until October 15, 2026, between 8:30am -12:00pm and 1:00pm - 4:30pm excluding statutory holidays on September 30, 2026 and October 12, 2026

Synopsis of Proposed Bylaw

Electoral Area D Water Service Establishment Bylaw No. 2603, 2026:

This is a bylaw to provide the Regional District with the ability to investigate options to provide secure access to water and potable water for Area D residents. Approval from the electors (a majority yes vote) would allow the Regional Board to adopt the bylaw which would allow for:

Collection of taxes to fund the investigation into water and potable water sources
Entering into water security partnerships and agreements for the supply of water or potable water for Area D residents
Applying for water licences
Construction of water or potable water storage, treatment and distribution facilities

The establishment of this service does not include the authority to borrow funds for the provision of the service.

Service Area

The Area D Water Service area boundary is all of Electoral Area D.

Tax Rate

The proposed maximum amount that may be requisitioned in any one year for the service is the greater of $1,000,000 or an amount equal to the amount that could be raised by a property value tax of $0.3348/$1,000 when applied to the net taxable value of land and improvements in the service area. Based on current assessed values, the estimated residential tax rate in 2027 is $0.1433/$1,000 of assessed value of improvements. Land will not be taxed for this service.
