The Peace River Regional District (PRRD) is proposing to create a new service to develop and construct a small picnic shelter with recreation amenities and site improvements at 17526 Siphon Creek Road in the Osborn community in Electoral Area B.
To provide a service to the public, the PRRD needs to create a service function. This means that the Regional District will be able to collect taxes and other forms of funding to spend on things like planning, construction, maintenance and future repairs. This is called creating a service function, and without it, the Regional District can't extensively repair infrastructure or enter into long-term operating agreements with a society or other organization to make sure a new community space is looked after for public use.
The PRRD is neutral. The information on this page provides facts to help the public to make an informed choice on the voting ballot.
Referendum Question
Are you in favour of the Peace River Regional District adopting ‘Osborn Community Space Service Establishment Bylaw No. 2610, 2026’ that will allow the Regional District to acquire, plan, develop, construct, operate, maintain, repair, replace, improve, administer, and fund community space facilities, community halls, outdoor gathering spaces, recreation amenities, and related improvements and infrastructure within the service area in and around the community of Osborn at a maximum annual tax requisition limit that is the greater of $60,000 or $1.3834 per $1,000 on the net taxable value of land and improvements and imposed on improvements only?

The proposed service area includes the Osborn area in Electoral Area B. You can enter your address into our interactive elections map tool to find out if you are in the service area.
This area reflects who could benefit from a new community space as determined through past public engagement participation. It also allows for stable operations.
If you live in this area, either in a home that you own or rent, and meet voter eligibility requirements you can vote in this referendum.
If you live outside the area, and own property within the service area, you may be eligible to vote as a non-resident property elector. It is recommended that you contact elections@prrd.bc.ca prior to voting day to learn about non-resident voter eligibility requirements and how non-resident property elector voting works.
