The Peace River Regional District (PRRD) is proposing to create an official water service for Electoral Area D. To provide a service to the public, the PRRD needs to create a service function. This means that the Regional District will be able to collect taxes and other forms of funding to spend on things like land purchases, water licenses or construction. This is called creating a service function, and without it, the Regional District can’t provide long-term water service to the people in Area D.
The PRRD is neutral. The information on this page provides facts to help the public to make an informed choice on the voting ballot.
Referendum Question
Are you in favour of the Peace River Regional District adopting ‘Electoral Area D Water Service Establishment Bylaw No. 2603, 2026’ that will allow the Regional District to secure access to water and potable water for Area D residents through identification and investigation of water sources, construction of infrastructure to supply, treat, convey, store and distribute water or potable water, or through entering into partnering or contribution agreements for water or potable water supply, at a maximum annual tax requisition limit that is the greater of $1,000,000 or $0.3348 per $1000 on the net taxable value of land and improvements, imposed on improvements only, in all of Area D?
Service Area (Who Can Vote)
The proposed service area covers all of Electoral Area D. Including the entire area allows for maximum cost-efficiency and a flexible approach to water access options. You can enter your address into our interactive elections map tool to find out if you are in the service area.
If you live in this area, either in a home that you own or rent, and meet voter eligibility requirements you can vote in this referendum.
If you live outside this area, and own property within the service area, you may be eligible to vote as a non-resident property elector. It is recommended that you contact elections@prrd.bc.ca prior to voting day to learn about non-resident voter eligibility requirements and how non-resident property elector voting works.
Tax Calculator and Estimated Taxation

An example calculation is also provided below based on an assessed property value (buildings only) of $250,000. The PRRD relies on BC Assessment to tell them what your property’s value is on a yearly basis.
If you need help using the tax calculator tool or would like a personalized estimate, please contact communications@prrd.bc.ca.
