Climate Action Revenue Incentive Program
Climate action is a key provincial priority and local governments are vital partners in helping to reduce greenhouse gas (GHG) emissions and creating greener, more compact and energy-efficient communities.
This 2011 Climate Action Revenue Incentive Program (CARIP) Report is required to report on actions completed over the past year, and actions proposed for 2012, to reduce community-wide and corporate greenhouse gas emissions (GHG) in the Peace River Regional District.
CARIP is a conditional grant program that provides funding to Climate Action Charter (Charter) signatories equivalent to 100 percent of the carbon taxes they pay directly. In 2010, the Peace River Regional District received a CARIP grant of $2,465.00. This funding supports local governments in their efforts to reduce GHG emissions and move forward on achieving their Charter goals.
As a signatory to the Climate Action Charter, the Peace River Regional District agrees:
(1) To become carbon neutral in its operations by 2012;
(2) To measure and report on the community’s GHG emissions; and
(3) To create a complete, compact, and energy-efficient community.
To be eligible for the conditional grant, local governments must report publicly on their plan and progress toward meeting their climate action goals by December 31st of each year.

Community Energy Plan
Between 2009 and 2010 the Peace River Regional District will be developing a Community Energy Plan for its rural areas. The purpose of this plan is to move towards more efficient energy use and reduced greenhouse gas emissions over the next 10 to 20 years.

Agricultural Advisory Committee (AAC)
The AAC is comprised of members from major agricultural producer groups in the region, that provide advice to the Regional Board concerning agricultural issues in the region.
This activity involves joint discussions with member municipalities concerning strategic long-range development options in selected fringe areas surrounding the participating communities.
Strategic Joint Planning
Fort St. John and Area Comprehensive Development Plan (CDP)
Completed in January 2005, the Fort St. John CDP was a joint planning process between Peace River Regional District Electoral Area ‘C’ and the City of Fort St John.
A total of 4,306 ha of land was identified for future development for residential, commercial and industrial uses.
A list of phasing principles and a development phasing scheme were recommended. An implementation strategy for the disposition of Agricultural Land Reserve (ALR) lands by a delegation agreement or exclusion was also developed in cooperation with the Agricultural Land Commission.
The next step is to incorporate the Comprehensive Development Plan strategy into updated Official Community Plans for the Peace River Regional District (PRRD) and the City.

South Peace Comprehensive Development Plan
Started in January 2005 and completed in July 2007 this was a joint planning process between the Peace River Regional District Electoral Area ‘D’, City of Dawson Creek and Village of Pouce Coupe.
The objective was to develop strategic land use recommendations for coordinated development between all three jurisdictions. The strategy will then be incorporated into updated official community plans.
