Official Community Plans

An Official Community Plan (OCP) is a general statement of the broad objectives and policies respecting the form and character of existing and proposed land use and servicing requirements. An OCP is generally intended to apply for a period of five years, after which a review and possibly an update is undertaken.

About the South Peace Fringe Area OCP

An official community plan (OCP) is a general statement of objectives and policies to guide decisions on planning and land use management, respecting the purposes of local government, within a designated planning area. Revisions to community plans require public consultation and formal approval by the Board of Directors.

This particular Official Community Plan (OCP) area covers approximately 95,900 hectares and includes a large part of Electoral Area ‘D’ and rural areas surrounding the City of Dawson Creek and the Village of Pouce Coupe that include the unincorporated communities of Tomslake, Tupper, Briar Ridge, Bessborough, Upper Cutbank and Arras.

This OCP focuses on the densely populated areas which coincide with the rural fire protection and building inspection areas. The OCP aims to address unique land use and planning issues associated with the rural planning area. Once adopted the OCP serves as a foundation for all policies, regulations and decisions pertaining to land use and development in the Plan area.

Community involvement is a large component of the OCP process. The PRRD hosted public engagement events in February 2009 (open houses), October 2009 (school visits) and November 2009 (a community survey) in order to collect public input from a diverse range of residents. Through comments received, residents provided their “voice” into the OCP planning process.

For policies to accurately reflect community values, we need to hear from every community. When reviewing proposals to what extent should the Regional District consider social, environmental, and economic aspects? What impacts are acceptable? What do you appreciate about living in your rural community? What should change?

The forthcoming series of three open houses are a great opportunity for SPFA residents to comment on the draft OCP document and provide feedback on overall direction and policy created. Join us for an evening of idea sharing, OCP highlights and a presentation by the Peace River Regional District community planning specialists.

An OCP does not commit or authorize any project noted in the plan, however, all bylaws enacted or works undertaken after adoption of an OCP must be consistent with the plan.
